However, most UPA still blends the frugal and the recreational, with a few financially viable urban farms getting by through the mutual benefits of employing special-needs patients in 'care-farming'. However after a recent launch conference of the Greater Liverpool Food Alliance (GLFA) in north-west England, urban agriculture is being seen as a tool of resilience for crisis-hit Western economies.<br />
<br />
In the early 2000s, a World Health Organization report claimed that the commercial farmers of Greater London, plus its registered individual 'allotment' plots, produced some 9,400 tonnes of fruit and vegetables annually. Representing a mere two per cent of London's minimum recommended intake (FAO: 2 pieces of fruit, 200 grams of vegetables daily), it bears no comparison to the 80 per cent of all vegetables grown and consumed in Accra or Hanoi.<br />
<br />
That such statistics are hard to find today for Liverpool, the fourth city of a major OECD country is a legacy of when food security had fallen off the agendas of most city managers. Few Western cities can actually answer the innocent query "how big is your city's harvest?" with either ease or pride. In North America, interest is richest in cities with high eco-awareness (the north-west) or in the coping strategies of places knocked down by recession, such as Detroit.<br />
<br />
<b>Mainstreaming urban agriculture</b><br />
<div class="separator" style="clear: both; text-align: center;"><a href="http://4.bp.blogspot.com/_jhjUs3TQa5A/TL0KOIZRmMI/AAAAAAAAAsM/vIDT0xQQHOM/s1600/agri+2.jpg" imageanchor="1" style="clear: right; float: right; margin-bottom: 1em; margin-left: 1em;"><img border="0" height="142" src="http://4.bp.blogspot.com/_jhjUs3TQa5A/TL0KOIZRmMI/AAAAAAAAAsM/vIDT0xQQHOM/s200/agri+2.jpg" width="200" /></a></div><br />
This is not really the foundation stone of a resilient, pro-active, food-secure city in a century of untold variabilities and vicious vulnerability - a notion much used at the GLFA conference held in July, 2010. Max Steinberg, CEO of sponsoring agency Liverpool Vision, made clear that the city's economic development company has no doubts about the core strategic role of UPA. "Most current urban agriculture projects focus on achieving social objectives. What differentiates this initiative is its focus on economic viability. Urban agriculture needs to become part of the mainstream economy, one of the key industries for a low-carbon, post-industrial society."<br />
<br />
Aware that Liverpool is no early-adopter of UPA, the conference allowed practitioners (and bankers, community care agencies, business counsellors, dieticians, traders, retailers plus procurement agencies) to exchange experiences and aspirations. "The 85 attendees had enough ideas for ten times that number," smiled one organiser in UrbanAg. This community-interest company is co-funded by Liverpool Vision who, incidentally, describe their highly adaptable city as being "on the up". External reports of a soaring coriander crop, thanks to recent Somali immigrants, testify to this.<br />
<br />
<h3>Lessons from the South</h3><div class="separator" style="clear: both; text-align: center;"><a href="http://3.bp.blogspot.com/_jhjUs3TQa5A/TL0KOOERyaI/AAAAAAAAAsQ/aD5xTcDYzmU/s1600/agri+3.jpg" imageanchor="1" style="clear: left; float: left; margin-bottom: 1em; margin-right: 1em;"><img border="0" src="http://3.bp.blogspot.com/_jhjUs3TQa5A/TL0KOOERyaI/AAAAAAAAAsQ/aD5xTcDYzmU/s1600/agri+3.jpg" /></a></div><h3> <span style="font-weight: normal;">Input from Southern cities fed much of the agenda, their case studies in UPA falling on very fertile ground. The prime areas to address were: a) health and hygiene; b) land ownership and accessibility; and c) economic and ecological viability.</span></h3>Accra was praised for its all-important 'institutional base' for UPA in the form of a municipal department, just as in Bulawayo (Zimbabwe) and Rosario (Argentina) - the latter two also highlighted as world leaders in land-lease deals. China's record in backing UPA cooperatives showed how to integrate UPA, whilst Dar es Salaam's GIS inventory of all land potential enables sound planning. The way the Brazilian trinity of government, supermarkets and farmers conquered space in the retail trade was valued for its business and hygiene models.<br />
<br />
Cuba won praise for reducing basic foodstuff prices by 300 per cent through UPA, and for agricultural research on UPA-suitable varieties. One Northern example was highlighted: the new Dutch Agromere neighbourhood of 5,000 people in Almere City, with 70 per cent of city space allocated for crops, livestock and social infrastructure, providing 20 per cent of its basic foodstuffs.<br />
<br />
<b>A tool for resilience</b><br />

It is as if UPA is following the same path - ten years later - as renewable energy. Born in the 1960s, it has become a cornerstone of energy policy today. Its pioneers and prototypes have, mainly, made way happily for the mainstream. The emphasis now is on standards and quality; access to required resources (including land and technology); marketing and viable supply chains; and - critically - the evergreen set of reliable data for assessing economic and ecological viability.<br />
Together with the rest of Merseyside, Liverpool is well-known for its energy, ideas and stamina - and has land. It is clearly keen to mobilise all of them for the long haul, to create a food-secure city with a sturdy agricultural sector. Just how it does this, creating the critical mass to grow what exists and launch new initiatives, could well provide encouragement to other communities that, like this joined-up city, are recognising how UPA is part of their future resilience.<br />

Some people like to start their dinner with a salad of lettuce or other leafy greens. Ancient Egyptians and Romans also liked to have lettuce with their evening meal. But they served it at the end.<br />
<br />
There are hundreds of kinds of head and leaf lettuces. The most popular ones include head lettuces such as iceberg, Boston, bibb and romaine.<br />
<br />
Experts say lettuce is one of the easiest vegetables to grow in your garden. The best time to plant the seeds is during cool weather. Advisers at the University of Illinois Extension say the best planting temperature is fifteen degrees Celsius.<br />
<br />
Lettuce seeds are small, so do not place them too deep in the ground. If you plant some seeds every week or two, you will have harvests ready to eat one after another.<br />
<br />
You can use a seed tray to start the seeds indoors. The container should be deep enough to hold at least three centimeters of soil.<br />
<br />
There should be about one centimeter of space between the soil and the top of the container. The container should have holes in the bottom so extra water can flow out.<br />
<br />
Drop the seeds over the surface and cover them lightly with soil. If the soil is not already a little wet, give it some water. But not too much -- you do not want to drown the seeds.<br />
<br />
Next, cover the seed tray with paper. Remove the paper when the seedlings have grown up far enough to touch it. You can transplant the seedlings into the garden when they are about two to three centimeters tall. Do this when the weather is not too hot and not too cold.<br />
<br />
Take out as much of the soil as you can with the seedlings. Plant them in the ground in a hole that is bigger than the lettuce roots. Keep the plants watered, but not too heavily.<br />
<br />
Harvest leaf lettuces when the leaves are big enough to eat. Pull the leaves from the outside of the planting so the inside leaves will keep growing. Or, you can cut off the whole plant. Leave about two or three centimeters above the ground so the plant will re-grow. Cut off head lettuces at ground level.<br />
<br />
Lettuce is best when served fresh. Store the remainder in the refrigerator in a plastic bag. It will last a few days and sometimes longer.<br />

Weast, an education leader of one of America's most successful public school systems, who described as a leader's "toughest job ... to move from strategy to execution," which requires "teams" of "people who do the work" to sustain the change that is driven by "visionary leadership."<o:p></o:p></span></div><div class="MsoNormal" style="margin-bottom: 6pt; text-align: justify;"><span style="font-family: "Comic Sans MS"; font-size: 11pt;">Thus, it's those "people who do the work" every day in their unsung roles in the office, streets or field who form teams of "heroes" and "sheroes" whose activities enable a leader to steer the organization or movement toward success.</span><br />
<a name='more'></a><o:p></o:p><span style="font-family: "Comic Sans MS"; font-size: 11pt;"></span></div><div class="MsoNormal" style="margin-bottom: 6pt; text-align: justify;"><span style="font-family: "Comic Sans MS"; font-size: 11pt;">"The power to move forward rests in staff engagement, in each person's belief that his or her role ... is critical to achieving the goal," Weast says. Teams "work within a culture" that can be poisoned by "entrenched habits, practices and structures." But "for every poison there is an antidote."<o:p></o:p></span></div><div class="MsoNormal" style="margin-bottom: 6pt; text-align: justify;"><span style="font-family: "Comic Sans MS"; font-size: 11pt;">However, the contrasts between attitudes and processes of those in traditional cultures and those in a globalized modern world complicate the work of progress.<o:p></o:p></span></div><div class="MsoNormal" style="margin-bottom: 6pt; text-align: justify;"><span style="font-family: "Comic Sans MS"; font-size: 11pt;">Those in the first category generally revere the old and are suspicious of the new, while those in the second seek improvement and are more accustomed to confronting change. The first are generally resigned to what is, avoid risks and are prone to fatalism; the second question what is and intervene to influence outcome. <o:p></o:p></span></div><div class="MsoNormal" style="margin-bottom: 6pt; text-align: justify;"><span style="font-family: "Comic Sans MS"; font-size: 11pt;">Interwoven creative and critical thinking is medicine to deal with what Weast called entrenched habits, practices and structures." The creative mind seeks professional educational and learning opportunities to motivate successful collaborative efforts, and to promote a culture of mutual respect. The critical mind assesses and judges the result of what the creative mind produces.<o:p></o:p></span></div><div class="MsoNormal" style="margin-bottom: 6pt; text-align: justify;"><span style="font-family: "Comic Sans MS"; font-size: 11pt;">According to Weast, "cultural change gains strength when what is desired is supported and hat is supported is rewarded." <o:p></o:p></span></div><div class="MsoNormal" style="margin-bottom: 6pt; text-align: justify;"><span style="font-family: "Comic Sans MS"; font-size: 11pt;">One's desired goal stands a better chance of a wider support if one thinks creatively and considers M.J. Ryan's suggested "SMART" goal -- Specific, Measurable, Achievable, Relevant and Time-bound. It should make believers of people in the teams and render them more committed to achieve and sustain the visionary leader's goal.<o:p></o:p></span></div><div class="MsoNormal" style="margin-bottom: 6pt; text-align: justify;"><span style="font-family: "Comic Sans MS"; font-size: 11pt;">Ryan, dubbed "an expert in human fulfillment," is an associate of the Professional Thinking Partners, which specializes in maximizing thinking and learning individually and in groups.<o:p></o:p></span></div><div class="MsoNormal" style="margin-bottom: 6pt; text-align: justify;"><span style="font-family: "Comic Sans MS"; font-size: 11pt;">To Shankar Vedantam's "free rider problem" -- about a giant pothole in the middle of the block that troubles all the residents, but nobody wants to make phone calls and go through the hassle to get it fixed while everyone hopes "someone else will do the dirty work" -- an old colleague, a University of Guam faculty member, e-mailed how he and his 12-year-old nephew chose to fix "quite a big pothole in our neighborhood street." This "common-good-minded activity" of fixing a pothole was actually "more fun than a chore."<o:p></o:p></span></div><div class="MsoNormal" style="margin-bottom: 6pt; text-align: justify;"><span style="font-family: "Comic Sans MS"; font-size: 11pt;">His nephew "got to spray paint" a traffic sign warning of the road work and to prepare the concrete for "the first time in his life." Both learned the "foundation/earth/dirt" composition of the street. The boy applied math skills learned in school. Both shared good laughs and received appreciative comments from neighbors, and as the boy walks past the repaired pothole each day he says, "I did this!" <o:p></o:p></span></div><div class="MsoNormal" style="margin-bottom: 6pt; text-align: justify;"><span style="font-family: "Comic Sans MS"; font-size: 11pt;">Lately, there have been many calls for "unity" of people to struggle for higher goals of reedom, human rights, democracy -- all grandiose goals. There are calls to put aside ifferences of opinions in the name of unity. But organizations' and movements' successes are better assured when individual members are encouraged to think creatively and critically, to innovate and take risks. Sometimes the consequences of setting aside differences of opinion to achieve a united public front may be negative.<o:p></o:p></span></div><div class="MsoNormal" style="margin-bottom: 6pt; text-align: justify;"><span style="font-family: "Comic Sans MS"; font-size: 11pt;">President John F. Kennedy declared, "The unity of freedom has never relied on uniformity of opinion.<o:p></o:p></span></div><div class="MsoNormal" style="margin-bottom: 6pt; text-align: justify;"><span style="font-family: "Comic Sans MS"; font-size: 11pt;">The strand of authoritarianism hidden in the different calls for a united public opinion can be dangerous: When uniformity of opinion is not achieved, what follows is usually the ategorization of non-conformists as "non-supporters" of the cause, then "opponents," and then, "betrayers" of the ideals, and eventually, "traitors" to "unity" – as has happened many times in many places across cultures and national boundaries.<o:p></o:p></span></div><div class="MsoNormal" style="margin-bottom: 6pt; text-align: justify;"><span style="font-family: "Comic Sans MS"; font-size: 11pt;">Authoritarian governance condones cults of personality and directly or indirectly promotes the high-pitched emotionalism that results in the categorization of individuals and a false sense of unity that will not withstand the open discussion that is central to democratic structures.<o:p></o:p></span></div><div class="MsoNormal" style="margin-bottom: 6pt; text-align: justify;"><span style="font-family: "Comic Sans MS"; font-size: 11pt;">I have occasionally referenced psychologist Jonathan Haidt's "The Happiness Hypothesis." Haidt wrote, "It's fun to laugh at a hypocrite. ... There is a special pleasure in the irony of a moralist brought down for the very moral failings he has condemned. ... Scandal is a great entertainment because it allows people to feel contempt. ...
