BANGKOK, Nov. 9 (Xinhua) -- The Thai-Cambodia border's situation has remained normal, Thai Army Region 2 Commander Lt Ben Veevarit Chornsamrit said Monday.
Thailand and Cambodia have downgraded diplomatic relations due to conflict over an appointment of ousted former Thai Premier Thaksin Shinawatra as an economic advisor to Cambodia's government on Nov. 4.
A day after the appointment, the Cambodian government recalled its ambassador to Thailand in a move to respond to the Thai government's recall of its ambassador to Cambodia.
However, the Thai-Cambodia border's situation has remained normal as by this time there was no factor to cause any border violence, Lt Ben Veevarit was quoted as saying by Thai News Agency.
The people at the border had also been living their lives normally, while the border trade was continuing as usual, he said.
The Thai commander said he has also kept reporting the border situation to Thailand's army chief General Anupong Paochinda.
Meanwhile, the relationship between Thai and Cambodian military was still good after a meeting with high-ranking military commanders of Cambodia last week, Lt Ben Veevarit said.
But, Capt Charn Wongwaimethee, the border police commander in A-ran-ya-pra-thet district in Thailand's northeastern province of Sa-gaew bordering Cambodia rejected reports that borders between the two countries would be closed.
Thai authorities at the border have assured Cambodian traders that they should not panic over the border closure's rumor.
Over the weekend, Prime Minister Hun Sen announced in Cambodia that Thaksin will visit Cambodia this week after he has been named as the country's economic adviser.
On Nov. 12, Thaksin will hold a briefing with over 300 Cambodian economic experts at the Ministry of Economy and Finance, Hun Sen said.
Thaksin was ousted by the military coup in September 2006, in accusation of corruption, and has been kept in exile since then.
He returned to Thailand in February 2008 to face corruption charges, but he later fled into exile again and was convicted in absentia.

PAD calls on PM to revoke 1907 map, push Cambodian soldiers off Thai soil
The People's Alliance for Democracy Monday called on Prime Minister Abhisit Vejjajiva to revoke the 1:200,000-scale map that demarcates the Thai-Cambodian border as per the 1907 treaty between Siam and France, and push Cambodian soldiers off Thai territory.
Pipop Thongchai, a PAD leader, said his group had submitted 11 documents detailing agreements signed between Thailand and Cambodia since the reign of King Rama V.
The group has also proposed that the government review eight issues that put the country at a disadvantage due to certain pacts signed by previous governments.

ASEAN Chief Calls On Cambodia, Thailand To Restrain Themselves
JAKARTA, Nov 7 (Bernama)-- Asean chief Surin Pitsuwan has expressed concern about the escalation of tensions between Cambodia and Thailand , and appealed to both sides "to exercise maximum restraint", Indonesia's Antara news agency reported Saturday.
The Asean (Association of Southeast Asian Nations) secretary general also urged the foreign ministers of other Asean member countries to assist the two in settling their bilateral dispute amicably and as soon as possible, according to a statement carried by the official website of the Asean secretary general's office here on Saturday.
Surin, in a letter to Asean foreign ministers dated Friday, 6 November 2009, informed them that he had received many enquiries and expressions of concern from Asean's dialogue partners and friends over the apparent deterioration of relations between Cambodia and Thailand, as evidenced by the recalling of their ambassadors earlier this week.
Noting that the dispute could undermine the credibility of Asean, Surin said, "We in Asean cannot afford to be seen as being so seriously divided prior to the upcoming APEC Economic Leaders Meeting and the historic Asean-US Leaders Meeting in Singapore this month."
He pointed out that in line with the spirit of the Asean Charter and the Asean Treaty of Amity and Cooperation (TAC) of 1976, all Asean member states are obliged to offer assistance to fellow member states involved in a bilateral dispute, even when the two disputing parties cannot agree to refer their dispute to any regional means of dispute settlement.
Article 16 of the TAC in particular provides for other state parties to offer "all possible assistance" to help settle a bilateral dispute that could threaten regional stability and regional harmony," he said.
The said article, according to Pitsuwan further stipulates that "Parties to the dispute should be well disposed towards such offers of assistance".

Bank of Thailand chief downplays concerns over Thai-Cambodian tension
BANGKOK, Nov 7 (TNA) – Bank of Thailand (BoT) Governor Tarisa Wattanagase on Friday downplayed concerns over the political tension between Thailand and Cambodia, saying it would not worsen significantly because both countries had forged good bilateral relations over a long period.
Thailand has downgraded its diplomatic ties with Cambodia following the formal appointment of convicted ex-premier Thaksin Shinawatra as the Cambodian PM’s economic and personal advisor.
She said the political tension between the neighbouring countries might shake confidence among Thai investors in Cambodia, but the central bank projected it would not affect the bilateral ties as the two countries had maintained good relations for a long time.
“The political tension is the government-to-government problem. The people of both countries still have good relations with each other," she said.
Mrs Tarisa added the Thai economy had already bottomed out. The government had initiated investment projects in various fields and managed to implement its policies quickly.
With these factors and the strong economic fundamental, she said, the Thai economy began recovering in the second quarter of this year and continued picking up in the third quarter.
Based on data in the second and third quarter, she projected the Thai economy would continue recovering as could be witnessed by the improved exports and increased private investment.
Although the economic growth remains fragile, it should be seen as a good sign for the country’s economy, she said. (TNA)

លោកថាក់ស៊ីន បានសរសេរនៅក្នុង Twitter របស់លោកដែលមានឈ្មោះថា (Thaksinlive) ថា “ខ្ញុំសូមអរគុណលោកហ៊ុន សែន នាយករដ្ឋមន្ត្រីនៃព្រះរាជាណាចក្រកម្ពុជា ដែលបានតែងតាំងខ្ញុំជាទីប្រឹក្សាផ្នែកសេដ្ឋកិច្ច របស់លោក”។
ប្រទេសកម្ពុជាផ្ញើជូនលោកនូវព្រះរាជក្រឹត្យ តែងតាំងមួយច្បាប់ដែលឡាយព្រះហស្ដលេខា ដោយព្រះករុណាព្រះបាទសម្ដេចព្រះបរម្យនាថ នរោតម្ត សីហមុនី។
ប៉ុន្តែលោកថាក់ស៊ីនបានមានប្រសាសន៍ថា លោកកាន់តែសប្បាយចិត្តនឹងធ្វើការបម្រើប្រជាពលរដ្ឋថៃវិញ។
ព្រះមហាក្សត្រនៃព្រះរាជាណាចក្រកម្ពុជាបានឡាយព្រះហស្ដលេខាលើព្រះរាជក្រឹត្យតែងតាំងលោក ថាក់ស៊ីន នៅថ្ងៃទី២៧ ខែតុលា ឆ្នាំ២០០៩នេះ។ ការតែងតាំងនេះត្រូវបានធ្វើឡើងទៅតាមរដ្ឋធម្មនុញ្ញនៃព្រះរាជាណាចក្រកម្ពុជា តាមសំណើរបស់លោកនាយករដ្ឋមន្ត្រី ហ៊ុន សែន។
នៅពេលលោកហ៊ុន សែនអញ្ជើញទៅដល់ ហួ ហ៊ិន ដើម្បីចូលរួមប្រជុំកំពូលអាស៊ាន កាលពីខែតុលា លោកហ៊ុន សែនបានប្រកាសថា “ថាក់ស៊ីនអាចស្នាក់នៅក្នុងប្រទេសកម្ពុជាជាភ្ញៀវរបស់ប្រទេសនេះ និងអាចធ្វើជាទីប្រឹក្សាផ្ទាល់របស់ខ្ញុំ ផ្នែកសេដ្ឋកិច្ច"។
មេដឹកនាំប្រទេសកម្ពុជាបានមានប្រសាសន៍ជាច្រើនដងអំពីការអញ្ជើញលោកថាក់ស៊ីនឲ្យស្នាក់នៅក្នុងប្រទេសកម្ពុជា ព្រមទាំងបានច្រានចោលការទាមទាររបស់ប្រទេសថៃថា ភ្នំពេញនឹងមិនធ្វើបត្យាប័នមហាសេដ្ឋីនេះទ។
លោកហ៊ុន សែនបានមានប្រសាសន៍ថា “ការបារម្ភរបស់យើងគឺជាហេតុផលមនុស្សធម៌។ វាជារឿងមិត្តជួយមិត្ត។ បញ្ហារបស់ថៃគប្បីត្រូវទុកឲ្យប្រទេសថៃ ជាអ្នកដោះស្រាយ ខ្ញុំមិនជ្រៀតជ្រែកចូលផ្ទៃក្នុងរបស់ប្រទេសថៃទេ”។
ប្រទេសកម្ពុជាក៏បានចេញសេចក្ដីថ្លែងការណ៍មួយថា ប្រទេសកម្ពុជានឹងមិនផ្ដល់បត្យាប័នលោកថាក់ស៊ីនទៅតាមសំណើរបស់ប្រទេសថៃទេ បើសិនជាលោកថាក់ស៊ីនមករស់នៅក្នុងប្រទេសកម្ពុជា។ទន្ទឹមគ្នានោះដែរ នៅក្នុងសេចក្ដីថ្លែងការណ៍នោះក៏បានបញ្ជាក់ដែរថា រាជរដ្ឋាភិបាលកម្ពុជានឹងនៅតែបន្តនយោបាយរបស់ខ្លួនក្នុងការរក្សាទំនាក់ទំនងមិត្តភាពជាមួយប្រទេសថៃដដែល។Wednesday, October 21, 2009
Cambodia bill would ban protests of more than 200
Cambodia's parliament on Wednesday approved a bill banning demonstrations of more than 200 people, raising opposition concerns that it would further limit freedom of speech in the Southeast Asian nation.
The bill also would require protesters to seek permission five days ahead of a planned rally. The law will take effect if formally passed by the Senate and endorsed by King Norodom Sihamoni.
Cheam Yeap, a lawmaker from the ruling Cambodian People's Party, said the law would help ensure public order and maintain national security.
Lawmakers from the country's main opposition party, the Sam Rainsy Party, said it would stifle free speech.
"This is definitely a setback for Cambodia's democracy," party president Sam Rainsy said.
No opposition lawmakers voted for the bill, which was passed by 76 members of the ruling party out of 101 lawmakers in attendance in the lower house of parliament.
Prime Minister Hun Sen's government has often been accused by rights groups and opponents of curtailing Cambodians' rights to peaceful protests.
Several journalists, human rights activists, opposition lawmakers and other government critics have been convicted or sentenced to jail this year and last year after being found guilty of defaming Hun Sen and his allies.
